On the basis of the current data we cannot conclude that the extra revenue from Council Tax is having an impact on the distribution of savings across the Pro-Poor to Pro-Rich spectrum. A reason for this may be that local authorities’ financial planning cycles are over a longer period than the two years of data used in the analysis.
