I am concerned about the impact on economic growth nationally and locally, especially given that procurement savings are often not all that they are cracked up to be once we analyse the costs of stockholding, storage, personnel, losses, capital expenditure, write-offs that may accrue and the insurance cover that is required to look after major assets.

It would have been necessary for us to see an evaluation of the individual opportunities. It may be that there is a need to evaluate what is delivered for prisoners with mental health difficulties; however, that information was not available, as the Prison Service had not collected it.

A number of those companies have concerns about what may happen. Nora Radcliffe is no doubt right—and no one wants any decision to be taken that would have an adverse impact on the rural economy—but it is worth the code being a bit clearer on that issue.

We have launched a consultation exercise on reducing reoffending that will run for the next 90 days, 12 weeks or three months—however Bill Aitken wants to calculate it, it may well seem like a sentence to him—that will give people the correct opportunity to feed in their comments.

Although I do not think that it is the complete solution to the problem of people's not voting, it may be part of the solution and I therefore think that the pilot scheme is worth trying.In previous elections to the European Parliament, voter turnout has been abysmal.
