Either explanation could point to a breach of the ministerial code. Not taking a minute is a breach in and of itself, but far worse is that the minutes of those meetings could have been deliberately held back from our committee to protect the First Minister by hiding a more ruinous breach on her part.

However, as I say in my submission, such comments were included by accident not design; they have crept into the code. We are talking about a code of conduct for members.
