Is that because London has told you that you must achieve 13.5 per cent, come what may? No. A 15 per cent target was set nationally and we delivered 13.5 per cent.
There is a proposal for full accomplishment of the internal market for postal services, which may be relevant, but will it be helpful to the many rural post offices in Scotland?
