In support of amendment 1, I say that the introduction of a consultation period would go a long way to calming the fears of local councils. Members may not be aware that this morning, Renfrewshire Council passed an emergency motion calling on the Executive to restore the consultation period and condemning it for progressing with the restoration of tolls.
