Some witnesses thought the proposal may align with the public’s expectation for MSPs. Guidance on Legislative Consent

Accordingly, an individual MSP’s LCM must summarise the Bill and its policy objectives, specify the extent and nature of the relevant provision, include a draft of the proposed motion and an explanation of why the MSP supports or opposes consent.
