Is there not an argument for having more focused questions, perhaps led by Opposition spokesmen, and allowing for a run of questions from all round the chamber on whatever the issues of the day are? I accept that when the questioner is given an opportunity to be more focused and systematic and to argue on a theme, that leads to greater accountability.
