It displays a desire to widen fundamentally the scope of the bill and fails to make a distinction between a public appointment to a board that is made by a minister and the offer of employment that is made by a public body to a prospective employee. As such, the appointment of a chief executive is subject to a body's clear procedures for employing staff.
