In 2005-06, the strategy should take us forward from the current abysmal total to 25 per cent recycling and composting of waste, towards a target of 50 per cent in 2020 or 2030. That seems to be a positive reaction by the Executive in tackling head on a problem of which Scotland should be ashamed.
