We will have to consider the time scale between the legislation receiving royal assent and outlining the programme for the transfer of powers. I suspect that that view is shared widely outside the Executive—by local authority colleagues and other stakeholders in the industry.

We know how central funding for each health board has come about through Arbuthnott funding, but we do not see such transparency at a local level. Would it assist you and us for next time if we could see whether NHS organisations have applied the formula at a local level and what impact that has had on the trust's or health board's deficit?
