The fact that the committee receives many petitions on many issues related to the NHS makes it clear that the NHS does not consult well.I have to say—this is perhaps controversial—that it appears to me that Greater Glasgow NHS Board in particular does not consult well.
Beyond that, we are conscious of concerns only when they are raised with ministers or departments. I cannot say that many concerns have been raised in that fashion.

He says that there is not a policy about how such cases are prosecuted. The perception of many people is that there must be a policy, otherwise what is happening would not be happening.
I agree that the standard of health care in many cases may have been not just higher than south of the border but, in Tayside, significantly higher than the Scottish average.
