Rule 3 states:"The group may contain members from outwith the Parliament, but the overall membership profile of the group must remain clearly Parliamentary in character, with attendance at group meetings compliant with rule 10 below."

There are doubts over whether regulation 13(5) is intra vires in specifying a maximum fee rather than a fee. The regulation may also exceed the powers conferred by the enabling act in that it purports to delegate the setting of the fee to the SSSC.We should ask the Executive for clarification on that final point.
