There are the same mechanisms as exist for any transport project or any other project that is subject to value-for-money tests. The Scottish Executive would follow the same procedure in any case.
Many points have been made and many good ideas have been outlined, which the Parliament needs to follow up. I hope that the successor committee will return to the witnesses and follow up on those ideas—we will certainly recommend that.
Financially, the proposal did not stack up and was a worse deal than that which was obtained through the normal public sector channels. We therefore followed that route rather than using a PPP.
