Official Report Meeting date: 8 October 2009

Plenary, 08 Oct 2009

Motion, as amended, agreed to, That the Parliament welcomes the Report of the Scottish Civil Courts Review conducted under the chairmanship of the Lord Justice Clerk and the reports of the Administrative Justice Steering Group conducted under the chairmanship of Lord Philip; looks forward to the report of final appellate jurisdiction in preparation by Professor Neil Walker, and believes that, following a full and wide consultation, the people of Scotland deserve a reformed and modernised civil justice system that is fit for purpose in the 21st century, which is founded on the principle of ensuring access to justice and that reforms must be driven by this as well as by efficiency in the justice system.

Plenary, 17 Jun 2009

Their expertise and the service that they provide—often alongside GPs and other medical professionals—are highly valued. As Dr Simpson said, following the 2003 OFT report on pharmaceutical services, the Scottish ministers sensibly resisted calls for widespread liberalisation, which would have seriously undermined the position and development of community ph...
Official Report Meeting date: 4 December 2008

Plenary, 04 Dec 2008

Resolved, That the Parliament notes that 4 December 2008 is the final date for submissions to Ofcom's Public Service Broadcasting (PSB) Review, Preparing for the Digital Future; recognises that, while broadcasting is reserved, there is a need for a healthy, competitive Scottish-based television programme-making sector outwith the BBC, notwithstanding that organisation's historic, respected and pivotal role in Scottish broadcasting; recognises the role of STV as the only remaining Scottish-based commercial PSB provider; prefers Ofcom's enhanced evolution option with a commercial TV channel continuing to provide PSB for Scotland as part of a wider UK network; recognises that STV's survival as a PSB provider is at risk in the current economic climate, particularly since ITV is now advocating a single UK-wide brand, and calls on Ofcom to explore all options to ensure that there is PSB competition for BBC Scotland in the nation's rapidly changing broadcasting landscape; further believes that all Scottish residents should have access to the full range of broadcasting following...
Official Report Meeting date: 24 September 2008

Rural Affairs and Environment Committee, 24 Sep 2008

If we iron that out and try to find out which instruments we can use to do more in rural and remote areas, I think that we will drill down on RHOG and the croft house grant scheme and find better ways of delivering them. To follow up the exchange that the convener had with Hughie Donaldson about the self-sufficiency competition in more remote areas, I note ...
Official Report Meeting date: 11 September 2008

Plenary, 11 Sep 2008

Resolved, That the Parliament notes with concern the recent Times Educational Supplement Scotland and General Teaching Council for Scotland surveys showing an increasing number of post-probationary teachers who are unable to secure a permanent teaching post; believes that this development represents an appalling waste of talent and is grossly unfair to those newly-qualified teachers encouraged to train to join the profession; further notes that this comes at a time when many class sizes are rising highlighting that the SNP's manifesto commitment to reduce class sizes to 18 in P1 to P3 is in utter chaos, with insufficient funding, a lack of a legal framework and the omission of the policy from 21 out of 32 local authorities' single outcome agreements, and calls on the Cabinet Secretary for Education and Lifelong Learning to make a ministerial statement on this subject as soon as practicable following...

I recall the days of the Open University, which pioneered tutorials by telephone so that students did not have to travel.I have a follow-up question on medical schools.
Official Report Meeting date: 5 June 2008

Plenary, 05 Jun 2008

The terror of people who died so horribly or survived each day in squalor, enduring back-breaking toil while knowing that their loved ones had been destroyed, cannot be comprehended.A few thousand prisoners survived the hell of Auschwitz following liberation on 27 January 1945, the date that has become Holocaust memorial day.
Official Report Meeting date: 29 April 2008

European and External Relations Committee, 29 Apr 2008

Our stakeholders have told us repeatedly, however, that they want us to devote our energy to ensuring that there is a more responsive and cohesive approach, rather than one that focuses on a multiplicity of targets. In summary, I point to the following parts of our approach as being new: an alignment of our resources around the Government's economic strategy...
Official Report Meeting date: 11 March 2008

European and External Relations Committee, 11 Mar 2008

I think that there are too many donors making too many visits to developing countries and that there is a lack of co-ordination among countries, even following the Paris agenda on aid harmonisation. On development awareness, we have to go a little beyond the budget, which I see as a constraint in our discussions.
