Does the cabinet secretary agree that it is completely unacceptable, particularly as we head towards the full deal sign-off, that the council and local organisations are still waiting to find out how the funding will be allocated, which leaves them unable to progress with the in-depth business cases that will be required to access those funds? I fully agree with Keith Brown that that is entirely unacceptable.
