We have been assuming that, if that information is available on 23 November, we will be able to produce a budget for the Scottish Parliament prior to the Christmas recess. The steps that will need to be taken for budget scrutiny and the timetabling of that will be the subject of dialogue with the committee.
Meanwhile, a number of countries that see construction as a route to improving their economies after a Covid recession are accelerating projects. As a result, there has been a massive increase in the global demand for construction, which will inevitably impact on supplies globally.
Special arrangements have been put in place to allow Members and their staff to pack up their offices before the election recess in a safe manner. Members are asked to notify the FM helpdesk of the day they will be packing up their office.
The SPCB had agreed the following in correspondence since the previous meeting: 2.1 Access to Holyrood to facilitate MSPs and their staff packing up offices would be extended to 1 April 2021 in light of recent additional restrictions. 2.2 Arrangements for media access to Holyrood over the recess and in the event of Parliament being recalled.
We propose to circulate the guidance to all Members and their staff prior to the October recess in order to allow time for Members to undertake the required election planning.
Other time periods
Longer periods when the Parliament and committees don’t meet are referred to as recesses. There are normally recesses in February, at Easter, in the summer, in October and over Christmas and New Year.
Colleges can now claim credits for full-time students on courses lasting for over 20 weeks if they are still active after five weeks from the course start date. For shorter courses, the required date continues to be after a quarter of the course has been delivered.
