There are some problems with the fact that we are dealing with a rather out-of-date act. Hew Mathewson has already highlighted many of the issues and I will not repeat the points that he has made.
According to the policy memorandum, the target date for doing that is 2002. If it is to be achieved, 50,000 accounts will be expected to be in place by the end of the first year, when the efficacy of the scheme will be reviewed.
