Work Programme Agenda item 4 is consideration of the committee’s work programme. With summer recess fast approaching, we have time for just one more meeting, which will be on Thursday 30 June.
The Parliament has agreed there will be a pre-election recess that will begin on Thursday 26 March and end on 8 April 2026. i.e. the date before dissolution on 9 April 2026.
Under section 28(2) of the Interpretation and Legislative Reform (Scotland) Act 2010, an instrument subject to the negative procedure must be laid at least 28 days before it comes into force, not counting recess periods of more than four days.

The Scottish Government's explanation was, in summary, that although the need for such regulations became clear in the days following the escalation of violence on 13 June, there was not sufficient time to prepare them prior to recess beginning on 28 June. As such, the Scottish Government states that it has been necessary to make regulations during recess due to the urgent need for support for people fleeing the violence.
In correspondence with the Presiding Officer, the Scottish Government explained that the need to extend the ability to administer the alternative test beyond 1 October 2022 became apparent during the summer recess. However, as the instrument was laid the day before the summer recess, on 1 July and came into force immediately, there has been a period of time when the order has been law but the Parliament has not been able to consider the changes.
