The intention is that the provisions—including all the subordinate legislation that is required—will be in force on 2 October so that the police are protected from that date. The police cannot be subjected to challenges under the Human Rights Act 1998 before that date, because it will not have commenced, but from that date they will be subject to protection in terms of the Human Rights Act 1998.
