They do so without being specific about how the request should be made—for example, it could be made in writing, by e-mail or by video—but the fact that we say that the request must be capable of being used for subsequent reference means that it is a matter of fact that the communication took place on a certain date. Therefore, as I said in my introduction, the clock starts ticking on that date and, in any review of a specific case, HMIE would be able to refer to that date as the date on which an authority asked an appropriate agency to comply with a request that had been made under section 23(1) of the act.

I recall the ScotlandIS seminar that took place before the summer recess, at which the number of science and technology graduates that Scotland is short of was demonstrated to us—we need those graduates to fulfil the requirements of the companies that operate in this area.
