The order was laid under negative procedure, which means that the Parliament has power to annul the order by resolution within 40 days, excluding recess. The time limit for parliamentary action expires on 26 January 2001.
It certainly never went more than a month without discussing the project, apart from during recess periods. I would say that, on average, Holyrood was discussed once a fortnight.
If we were to ask that question now, the answer would often be that it is because the plan is out of date and no longer makes sense. However, plans will be kept up to date if the new system works as it should do.
