The purpose of the paper is to update us on the work that was done during the recess. I will highlight some of the key issues and invite the committee to agree next steps.

In addition, there will be a motion to deal with the proposed summer recess. I should reiterate that the business motion is a decision of the Parliamentary Bureau and that that decision is taken by the business managers of all the parties.
That is the purpose of the development plans. Perhaps once they are more up to date, things will be better. I think that we can all agree that development plans should be up to date.
If the assessor believes that more time is required for the discussions, will he be able to express that view to the committee or will the date be cast in stone? Given the timetable for the bill, the date is more or less cast in stone.
We ought not to discuss the matter further. If a hearing date has been fixed, we would be in breach of standing orders if we proceeded—there is no question about that.
Amendment 2 makes a small technical change to reflect the fact that, under the provisions of the bill, the due date of an ordinary election may not be the first Thursday in May.
Of course, people will be doing work and receiving grants under the old scheme for the next two years, so the system that we are operating for the old scheme is up to date. The report picked up on two issues.
Members may be aware that we will not be dealing with stage 2 again until after the parliamentary recess. I remind everyone that the deadline for lodging amendments is Friday 28 October at 12 noon.I thank the minister and the ministerial team for appearing this morning.
We will agree our final report on the Antisocial Behaviour etc (Scotland) Bill on 3 February, then we will have time to discuss matters before that month's recess. It looks as though a seminar cannot be timed to proceed before the end of February or the beginning of March.
