The advantage of the negative procedure is that it allows the regulations to be introduced during the recess. Only if a member of the committee objected to their acceptance would the issue have to be discussed further.
As more legislation comes back from the committees, which is likely to happen after the Easter recess, the pressure on parliamentary time will increase.
You might remember that at the last, or perhaps the second-last, meeting before the recess we considered a statutory instrument about increasing the level of planning fees payable for small-scale hydroelectric power schemes.
Would it make sense to schedule a meeting for the beginning of March, given that in April we will be into the Easter recess? We could review our work load at the March meeting to see whether we need to meet more regularly.
