The figures that Sandra White quoted, for which 2006 was the final year, are not completely up to date, but show a clear trend. The disparity in the figures for 2004-05 shows that that was the point at which the local authority’s expenditure increase was much greater than the expenditure increase—or, indeed, the costs—in the independent sector.
