If you think about it, that is bound to happen any time that a country comes out of a recession because, when that happens, incomes are the first thing to recover, whereas Government cuts that are made at the start of a recession will continue for longer.

That might be the case because people are being encouraged to use public transport more; it may also be related to the recession. Many people out there have been made redundant—I think that that applies in Edinburgh, because as I came here today I saw all the “to let” and “for sale” boards on offices, which is not encouraging at all.

I noted in a subsequent paragraph that quite a few of the category 1 responders, such as local authorities, the police, the fire service and the ambulance service, do not have plans in place to inform the public as quickly as possible and keep them up to date if and when an incident occurs. Can you comment on that?

I do not know whether this is possible, but if a time limit was set on the turnaround of section 70 cases, parents would know when the decision would be made. If they had a date to look forward to, that would certainly help.
