Section 13 provides that Scottish Ministers may by regulations commence the provisions of the Bill on such dates as they determine.

While recognising it will be a matter for the incoming Government after the election, we are strongly of the view that the Parliament should have the opportunity to consider a Budget Revision prior to the Summer recess.
