The evidence does not exist at the moment because the long-anticipated movement to 100 per cent external ownership of legal services businesses south of the border will not now come into effect until the end of next year at the earliest.The key for us has been to try to move to allowing new investment into our legal services sector, which has been through challenging conditions due to the global recession, while assuaging some of the concerns that have been expressed about how the system can be effectively regulated and about potential negative impacts on access to justice for consumers.
