It appears that the registration figures are not very high to date, which should be a worry to all of us here as parents and people who are concerned about how young people will make a successful transition from school to the world of work.

I suppose we could have required all authorities to resolve equal pay and single status claims by a certain date, but we did not. I cannot tell local authorities that they have a duty to do that by a certain date if they have not agreed to that.
