Why should we pass a bill that is based on a wing-and-a-prayer hope that those institutions will live up to their responsibilities when, to date, many of them have quite blatantly not done so?
I have two questions about that. First, between those dates, when did you sign off the moderation scheme and when did you begin moderating the results?
Are those who currently qualify and who would apparently not be impacted by the changes—because they are in the system ahead of the 15 May cut-off date—at risk if they have a change in circumstances?
The touring issue is significant. The number of dates that touring companies have reported they are able to access has dropped from something like 23 to 13.
We will need to double-check and come back to the committee on that. If the minutes are a year out of date, that does not suggest that you are hugely accountable, does it?
We look at the effectiveness and the progress to date. Every six months a report tells us about progress and we check that that progress is in line with what is expected.
