The Subordinate Legislation Committee was not convinced that setting a retrospective date was covered under reasonable criteria.The committee also reported that the instrument breached the 21-day rule but was satisfied with the Government's explanation.

Restriction on winding up
Schedule 10 to the Bill contains temporary restrictions on the winding up of a company where the company’s financial situation has been impacted by Covid-19, and adjusts the commencement date of a winding up where winding up is ordered within the relevant period.
Currently, eight directives have not been fully transposed, five of which will be transposed before the summer recess. Some directives are very complex and give rise to questions such as, "Why are we doing this?"
Is there a danger that it would be out of date? Yes, I think that that is one of the revisions that we would make—it would probably make sense to collect the information on an annual basis so that it would not be out of date.
