The Welfare of Dogs (Scotland) Bill - Background to the Bill

The original proposal pre-dated the Animal Welfare (Licensing of Activities Involving Animals) (Scotland) Regulations 2021 (discussed further in a later section of this briefing), which made provision for some of the changes in the Member's original proposal.

The Minister stated that if an award was increased following review then the increase will be backdated to the transfer date. If an award was decreased the change would only take effect from the time the decision has been made.
