My concern is about what will happen to people who do not appeal over the period, having lost the opportunity to appeal as they are not able to get a solicitor either because one is not available or because they find it financially impossible to secure one.

My understanding, from the information that is currently available, is that, in all likelihood, there will be a great deal of discretion at local authority level.Under the system to date, local authorities have committed to assisting approved kinship carers, but there is huge discretion at a local level in how that assistance is delivered.
