I am looking not for absolute certainty—that would be unreasonable—but for the avoidance of uncertainty in the minds of thousands of people, given that we are in a recession. I am not suggesting that we abandon the bill because we are entering a recession, but we must understand that the recession has created a great deal of uncertainty in the minds of the working population.
