Progress also remains insufficient to facilitate a rights-based analysis of the budget, which is concerning as Scotland progresses to incorporate Economic, Social and Cultural rights into domestic law The Committee encourages the Scottish Government to reflect on its approach to development and evaluation of policy and place a new emphasis on participation in a way that it has not achieved to date.
