The process is ahead of a number of other areas in Scotland, in which that type of study has not been undertaken to date, so progress is already being made on the matter.
Obviously, a fixed penalty notice would have a date by which the individual must pay: if they chose not to pay it, the local authority would then have to chase them for it.
