The Scottish Government also acknowledged in its response that regulation 5(1) should refer to the “relevant date” rather than refer to “that date” in order to attract the definition of “relevant date” in regulation 5(2).
Conclusion: This Bill is being scrutinised to an expedited timetable, to meet the Scottish Government’s wish that it be passed before summer recess only in order to bring in the provisions on proxy purchasing and prohibiting the possession of certain pyrotechnic articles in advance of November 2022.

However, the Building (Scotland) Amendment Regulations 2022 are expected to be laid in the Scottish Parliament soon after Easter recess with a proposed coming into force date of 1 June 2022.
Unfortunately, it is booked up till the summer recess of 2026, but we have been told we may get a slot in the autumn of 2026, and we are on the waiting list for any cancellations.
