I think that it is only fair to thank the Scottish Government for its comprehensive response to our stage 1 report, particularly as October recess meant that it had to be provided well in advance of today’s debate.
As most families have struggled through the past half dozen years of recession, frozen wages and rising prices, the number of billionaires has doubled.
The crucial point of course is that that provided security for employees—I speak as a former local government employee—and their families during a time of recession because they knew that their jobs would be safe.
The recovery plan was due to provide full functionality by August 2011 and we are now talking about a completion date of summer 2012—a delay of 12 months.
Much of the work will be complex and technical in nature and will involve topics to which the Scottish Parliament has given limited scrutiny to date because they have been matters reserved to the EU.
