We do not think that that is reasonable, especially in a recession. There are fine judgments to be made about whether public bodies use their scarce resources to spend money on voluntarily registering large tracts of Scotland.
Is the hub “largely” populated by officers, or is it exclusively populated by officers? To date, as we have been creating the ALEO hub, it has comprised officers.
The data about how much space is available and how much demand there could be to use it is accurate, up to date and in the public domain. There is a resource ask and a programming ask.
The committee is seeking an opportunity to debate the findings of our report in the Parliament. As soon as the date of such a debate is agreed, members will be informed by the clerks.
One consequence is that all councils now have written policies, although there is a question about how up to date they are and how well they reflect current circumstances.
I can certainly share the impact assessment, which we have been keeping up to date since the publication of the white paper, where that issue is covered.
As for the 3 million transactions that we looked at, any change to, say, unavailability, a start or end date or whatever in a patient record counts as one transaction.
