The way in which the proposed legislation has been brought forward in the past week, before summer recess, has been extremely rushed. That has made scrutiny and the chance of effecting meaningful change near impossible.
Regular, two-weekly meetings will take place right through to the event with the COP26 unit in the Cabinet Office in order to keep them up to date with changes in the assumptions that might change the operating model and have a knock-on impact on the costs.
We do not have time to go into the detail of the committee’s report, but I hope that we will be able to debate it more fully in the chamber at a later date. We do, however, stand by our key findings.
