The Section 23 agreement between EHRC and SQA is a legal document which is subject to confidentiality clauses.
In practice this has worked well to date, as both UK and Scottish Ministers have had a similar and shared interest in the protection and improvement of these cross-border rivers.

Consumer (Scotland) Bill at Stage 1
Thank you for your letter to James Hynd of 18 September 2019 requesting an explanation on the rationale behind the proposed use of delegated powers in the Consumer Scotland Bill.
This means that the Scottish Courts would have jurisdiction if either of the parties to the marriage:
(a) is domiciled in Scotland on the date when the action is begun; or
(b) was habitually resident in Scotland throughout the period of one year ending with that date.
