To ask the Scottish Executive for what reason the compulsory date for residential childcare workers to register with the Scottish Social Services Council was set at 30 September 2009.
It is also a vital infrastructure and construction project that will help us—not just in Glasgow, but across the west of Scotland—during the economic recession. I completely take your point about the need to continue capital expenditure in a time of recession.
However, the view is that this is the budget that can best help us to recover from the recession in the short term and set us up for longer-term success.
It is the Parliament down the road that is in recess, not this one. We are seeing an inverse relationship between how low Labour’s poll ratings go and how loud its noise in the chamber gets.
Today, Scotland stands at a threshold of great opportunities and great dangers. We are in a global recession so pervasive that some have described it as a biblical famine.
We also know that, when Mr Swinney is being honest with himself and with his Cabinet colleagues, he knows that, too.During recess, I reflected on the subject of the debate and on what universal services mean to me.
