Climate Change (Emissions Reduction Targets)(Scotland) Bill - Section 1: Scottish carbon budgets and budgetary periods
The 2019 Act set the level of ambition via the interim targets, with annual targets then set via a ‘straight-line’ approach between the interim dates. The 2024 Bill proposes that the level of ambition, (set via carbon budgets) is now to be set by secondary legislation.

Electoral reform in Scotland and the Scottish Elections (Representation and Reform) Bill - Ending the ambulatory effect of section 15 of the Scotland Act 1998
Section 13 of the Bill ends the ambulatory effect of section 15 of the Scotland Act and instead provides that whether a person is disqualified from membership of the Scottish Parliament is based on the law on 27 April 2022. This date is prior to the Elections Act 2022 coming into force.
