Dear Secretary of State,
Thank you for your letter dated 17 May 2022, regarding the Northern Ireland Troubles (Legacy and Reconciliation) Bill.

Regulation 2 of this instrument provides that, despite the expiry of paragraph 11 on 30 September 2021, evidence of a hearsay statement which has been introduced in court proceedings before that date shall remain admissible for the purposes of those proceedings.
It therefore calls on the Scottish Government, as the Bill progresses to Stage 2, to bring forward proposals for a sunset clause extended to a date that gives due reference to the planned end of the transition period in 2024.
I was instructed to give an opinion on whether the park is common good land, and I gave the opinion that it is. I could give you the date of that opinion, but it was certainly in 2006.
The reason that I am hesitating in giving you a definite date is that a number of factors are interlinked, and they are not necessarily within my control.
At this point, it would be a bit dangerous to specify what will be ingathered and how it will be held, because that information could be out of date in six months’ time—and it would almost certainly be out of date in a year or two.
