When I travelled to Orkney over the Easter recess, I passed through Thurso and then on to Kirkwall, and I saw the difference between Thurso, with its boarded-up shop fronts, and Kirkwall, with its thriving shops and so on.
It is likely to be presented to MSPs ahead of the summer recess. We have had some engagement, but we always advocate for the most engagement on issues such as this to be done with young people who have lived experience.
Affordability might change year on year, depending on whether we are in a recession or a booming economy. In an ideal world, you would uprate MUP in relation to affordability, and it might go up and down year on year.
If we identify things that need to be brought forward and we need to get more clarity and more powers to deal with them, we will probably look to do it after the recess and to push legislation forward in an expedited process.
On thinking about what might be around the corner and what is ahead of us, we know that homelessness follows big global events, such as recessions and pandemics. We expect homelessness to be a bit of a lagging indicator of the pandemic—we might not see it immediately.
