We believe that there is a lot of goodwill around, but the structure around the pathway planning process for care leavers is out of date. It has been in place since 2003 and has not been reviewed.
I would be grateful if he would comment on suggestions about procedures in Parliament that pre-date changes that have been introduced because of the Covid emergency.
I am sure that we agree that we need more programmes in schools that teach young people about consent and aim to prevent violence in dating and relationships. I commend the work of Rape Crisis Scotland, which has worked with over 10,000 young people over the past six months on a programme that allows pupils to explore and better understand the issues.
That said, there is a fairly clear emphasis from the evidence that we have gathered to date around the multiple and complex needs surrounding all of this, which must be reflected in whatever legislative change is made.
I would also say that to force a change you sometimes need to have a clean break and say, “By this date everybody must transition to hydrogen from natural gas.”
Scottish local authorities have offered a further 40 properties thus far—we are at a very early stage—which are ready to be matched to 40 more families who have recently arrived in the UK. To date, 18 local authorities have confirmed their commitment to resettlement going forward.
