The timescale for the transfer of the CSP from the home authority to the host authority will be four weeks from the date when the child starts at the new school or, if the child has already started school in the new host authority, four weeks from the date on which the home authority becomes aware of the change.
I know what you are saying about job creation, but we know that individuals have traded off their employment conditions in times of recession. It seems that, when the Government is funding something, you are happy for that trade-off to happen, too.
I am sure that John Park would want to acknowledge that in the case of a recession that has been imposed on us by elsewhere and a cut in the money that we have to deal with it, it is difficult to ensure that everybody gets the right solution.
Those requirements enable the adoption register to be brought up to date. The Scottish Government’s intention is that the adoption agency that decides that the person is no longer suitable to be an adoptive parent—which might not be the same as the agency that approved suitability—must implement the requirements of regulation 5(6).
The Government has undertaken a significant amount of school rebuilding and refurbishing to date. We are working our way through the conditions report on schools to ensure that we have a school estate that is appropriate for the 21st century.
We need to do so in preparation for the transfer of licensing powers, whenever that occurs. I am not sure that the precise date of transfer has yet been settled by the Westminster Parliament, but I hope that it will be settled soon.
