I hope that we guard against the notion that we can chip away at rights and replace them at a future date. At least some of us think that it is naive to assume that the UK will replace the 1998 act with something that is equally good or better.
There have been two rounds of reporting to date and Close the Gap has done assessment work on a sample of public sector employers for both reporting cycles.
That goes back to the design of the devolution settlement and the desire, dating back to 1999, to have as clean a split as possible between what is devolved and what is reserved.
Providers were not involved in the decisions about the amount of resource that would be allocated, and we were not involved in the setting of dates for implementation, so, at this point, we are struggling to get over the bar.
The retail sector has been quite resilient during the recession. It did not go “down the stank”, to use the technical expression that Mr Gibson brought to the proceedings; rather, it managed to overcome very well the buffeting of the recession.
