On one interpretation, it purports to prevent any enactment that might be passed during the period until the “relevant proceedings” have concluded from modifying or repealing any existing enactment that applies to the proceedings. That period might end on a date later than the order’s commencement date.

Do some reading, do some homework, and I will see you after the recess. I wonder what the First Minister’s response is to Professor Dunleavy’s colleague, Iain McLean, who puts the set-up costs at £1.5 billion to £2 billion.
Those people should be afforded the same protections as children, because the way in which they give evidence at a later date could be compromised if they are not.
I recognise all that they have achieved to date and all that the community in Inverclyde has done to support them, from the local newspaper to the council and individual members of the public, who have given so generously.
That was the rationale for looking at cases beyond the December 2013 date, as cases before that date had already been looked into under the previous review.
