The SNP made a manifesto pledge in 2016 to introduce a new national minimum fostering allowance for kinship and foster care. To date, we have seen no progress. The Fostering Network’s 2019 report on the state of foster care shows that 60 per cent of foster carers feel that the allowance does not meet the cost of raising a child.
