David Malcolm told the Sub-Committee that Unison Scotland was concerned that the strategy would be out of date by the time it is implemented.2Justice Sub-Committee on Policing. (2019, May 30).
The report states that Scotland has greater potential to remove pollution from its economy than the UK overall, and can credibly adopt a more ambitious target of reaching net-zero greenhouse gas emissions (GHGs) by 2045. However, that date is contingent on the UK adopting the CCC’s recommended target.
They also have a risk of longevity; they do not know when they are going to die, so they always feel that they need to keep back some money so that they do not run out of their lump sum before their actual date of death rather than predicted date of death.
This usually happens annually in June, however this publication date could vary in the future.
Section 16 replaces section 33 (reports on annual targets) of the 2009 Act with a new section 33.
Note the EU's schedules are consistently out of date, for instance, they were only updated to take into account in EU accessions of 2004 (expansion to EU25) in December 2016.

Converting existing EU law into UK law on the date of the UK’s exit from the EU (scheduled for March 2019).
Most respondents said yes; however different interim dates were suggested. The most widely suggested was the halfway point (2024) or at the end of each delivery plan period (2021 and 2026 in line with the current provisions in the Bill).
